Hisyam is a Master Mariner with command experience.  He joined Brookes Bell in March 2024.  During his 11-year career at sea, he served on Multi-Purpose Vessels (MPVs) equipped with tween decks and bulk carriers, carrying a range of break bulk, project cargo, bulk and grain cargoes.  He has experience navigating and operating vessels fitted with ECDIS as a primary means of navigation.


Background

Hisyam has previously worked as a Stowage Advisor, providing expert advice and support on all matters relating to planning cargo intakes, cargo stowage, lashing, and securing. He is familiar with lifting/rigging/dunnage plans, lashing calculations, and method statements for cargo operations.

In 2022, Hisyam transited ashore and took up the role of Marine Superintendent, where he was appointed as the fleet Deputy DPA and CSO, managing a fleet of MPVs and bulk carriers.  He managed the regulatory and compliance matters on ISM/ISPS/MLC and has undertaken various aspects of ship management.  He has experience preparing vessels for Class Surveys/Audits and PSC/FSC inspections.

During his tenure as Marine Superintendent, Hisyam conducted ISM/ISPS/MLC Internal Audits for the fleet vessels, as well as audits and inspections for the Environmental Compliance Program. Hisyam also carried out investigations on accidents and incidents of injuries for the dry fleet, including fire incidents and cargo damage claims.  

In 2017, Hisyam served as an Adjunct Lecturer for the Diploma in Nautical Studies course and the Chief Mate Special Limit course at Singapore Maritime Academy, Singapore Polytechnic.  He taught various Navigation and Occupational Safety modules as per STCW.

Since joining Brookes Bell, Hisyam has carried out a variety of survey and opinion-based work; these are listed at the end of this CV. He specialises in stowage and securing cargoes, including lashings calculations and cargo damage claims, with a focus on break bulk, bagged, and bulk cargoes. Hisyam has attended bulk carriers for detailed hatch cover surveys and assessments. Hisyam is certified in Cygnus Ultrasonic Hatch Leak Detector.

Previous Employment History

  • G2 Ocean Singapore Pte Ltd – Stowage Advisor

Tasked to respond to stowage intake and cargo handling enquiries.  Hisyam regularly plans cargo stowage to achieve the most cost-effective solutions, considering all the elements such as cargo care, productivity, cost and safety.  He prepared lifting/rigging plans, lashing calculations and method statements for cargo operations.  He also conducted Project Induction Safety Training for major projects for the local operations team.

  • Pacific Carriers Limited/PACC Ship Managers Pte Ltd – Marine Superintendent

Appointed as Deputy DPA and CSO for vessels.  He ensured the compliance of shipboard operations with IMO, Class, Flag/Port State Rules and Company SMS, including carrying out internal audits.  He monitored the performances of the crew, including appraising Senior Officers and Engineers.  Hisyam was tasked with improvements to the SMS for the fleet, including planning safety campaigns and conducting safety training.

As a Master, Hisyam assumed the overriding authority and overall responsibility for the safety of the vessel, the safety of the crew, and the protection of the environment. He fulfilled Charterers’ requests relating to loading, unloading, and routeing for various types of break bulk, bulk, and project cargo. He has first-hand experience as a Master in dealing with PSC inspectors from different regions, including the USCG PSC “A” Exam. Additionally, he reviewed the Company SMS for continuous improvement.

  • Pacific Carriers Limited/PACC Ship Managers Pte Ltd – Chief Officer

Served primarily as Cargo Officer in charge of loading and unloading, including lashing, dunnage, securing of cargo and ballasting operations.  He served as the Safety Officer, overseeing the LSA and FFA equipment and the Shipboard Security Officer, implementing the Ship Security Plan. He oversaw the medical care onboard and implementation of the Garbage Management Plan.  During this time, he was involved in multiple drydocking of vessels, working closely with Superintendents and Classification surveyors.  Hisyam has sailed on vessels trading between ports in Asia, Africa, North America (including Canada and the United States) and South America, as well as Piracy Risk areas.
